El Paufve presented the proposed 2004 Budget. This differed from previous budgets principally by including items for Initiation fees, IMAA and IMAC events, leaving local club events as a separate item. It also eliminates donations as a budget item. The budget presented was:

Allen Wilder put the acceptance of the proposed budget to a vote. It passed unanimously by a show of hands.
 
Mike Kelly presented Flight Rules changes recommended by the Board of Directors. These principally were in regard to taxiing and flight areas.

1. From flight rule #4. No taxiing in the pit area as it has been, however the pit area has been redefined to include all the area behind the outermost fence. Planes are to be set down in the north-south taxiways before takeoff, and after flying, motors are to be shut down on or before reaching the taxiway, then the planes are to be carried back to the benches.

2. From flight rule #6. There will be no flying south of the flight line (the south edge of the paved runway) for the entire length of the runway.

3. From flight rule #7. There will be no high speed passes over the runway. Confine all high speed passes to the grass area north of the runway.

4. From flight rule #14. All "3D" or out-of-control flight maneuvers must be done over the grass area north of the runway, and must be done with due consideration for other fliers. No such operations are permitted east or west and south of the runway.

Allen Wilder put the changes in flight rules to a vote.

By a show of hands, all votes were in the affirmative, no negative votes were observed.
